student contract With effect from 1 July 2026, SkillsFuture Singapore and Workforce Singapore have merged to form the new Skills and Workforce Development Agency (SWDA). SWDA provides seamless jobs and skills support through a single touchpoint. It works closely with Private Education Institutions (PEIs) to uplift training standards, enhance course quality, and strengthen industry relevance. PEIs benefit from clearer skills intelligence and closer collaboration with workforce programmes. Students get personalised career guidance, training and job matching. Employers gain deeper labour market insights and workforce transformation support, building on SkillsFuture and Career Health SG. For more information, please refer to SWDA website. ADVISORY NOTES TO STUDENTS Prior to signing the Student Contract with SHRM, students are required to read and sign the Advisory Note. For a sample of Advisory Note to Students, please click here. STANDARD PEI-STUDENT CONTRACT To enhance the confidence of students and their parents in the quality of education in Singapore, SHRM College will enter into a Standard PEI-Student Contract which protects our students’ interests. The terms and conditions of this contract are guided by the standard template provided by SWDA. The PEI-Student Contract lays out the important terms and conditions governing the relationship between the student and SHRM College. Your PEI-Student Contract with SHRM will clearly state the following: Course title with modules clearly listed Date of commencement and completion of each intake/course Scheduled holidays Examination dates Name of organisation awarding the certificates Fees Refund policy Kindly sign the “Acknowledgement of Contract Explanation” after the contract briefing is completed and you agree to all the terms and conditions. If you are under the age of 18, the form must be signed by your parent or legal guardian. For a sample of the SWDA-approved Standard PEI-Student Contract (Version 4.1), please click here. For enrolled students, please refer to the contract issued to you. IMPORTANT NOTE: Do not make payment before signing the contract Sign two original copies of the contract. You retain one original copy after signing. No amendments are allowed on the contract after signing unless both the PEI and you sign beside the amendments made FEE PROTECTION SCHEME The Fee Protection Scheme (FPS) serves to protect students’ fees in the event that a PEI is unable to continue operating due to insolvency and/or regulatory closure. The FPS also protects students if the PEI fails to pay penalties or return fees to the students arising from judgments made against it by the Singapore courts. The FPS is compulsory for all students (local and international) taking courses at PEIs with EduTrust Certification. The FPS applies to courses with a duration of more than 1 month or 50 hours and provides full protection for all fees paid by the students. Students enrolled in these courses are required to pay a fee for FPS, which varies depending on the fees of the courses insured. Please click here for details. INSURANCE SCHEME SHRM has a Fee Protection Scheme Group Insurance (FPS-G) policy with an SWDA-approved FPS provider, so that the course fees of all enrolled students are protected. SHRM reports the fees paid by students to the insurer every month. Each payment is protected from the date it is paid until the end of the course. SHRM’s FPS provider is Liberty Insurance Pte Ltd. All compulsory fees paid by you to be enrolled at SHRM are protected under the FPS. The following fees are not protected: the application fee; Goods and Services Tax (GST); the FPS insurance premium; examination fees collected less than 2 months before the examination date; and miscellaneous fees, which are non-compulsory fees that students pay only when necessary or applicable (for example, supplementary paper and repeat fees). These are normally collected on an ad-hoc basis when the need arises and will be reflected clearly in the Student Contract. To view a copy of the Fee Protection Scheme Insurance Certificate, please refer to: Liberty Insurance Pte Ltd Fee Protection Scheme: Certificate of Insurance You can also find more information on the Fee Protection Scheme on the SWDA website, please click here. MEDICAL INSURANCE SCHEME All students are required to be covered by Medical Insurance for their entire course duration with SHRM. All SHRM students are covered under a group medical insurance scheme(Liberty Pte. Limited) with an annual coverage limit of S$20,000 per student and provides for 24-hour coverage in Singapore and overseas (if the student is involved in SHRM-related activities). If students need assistance in submitting a claim, they can approach the Admissions & Operations Division.
